Registration
The Punjab Herd Registration Act 2006 is to provide for breed
improvement of dairy animals by registering and identifying them
with a view to protect the interests of the persons, who rear and
purchase dairy animals and to create and maintain reliable database
of pedigree and production and for matters connected therewith or
incidental there to.
Punjab Herd Registration Authority
In exercise of the powers conferred by sub section (1) of section 3
of the Punjab Herd Registration Act 2006 (Punjab Act No. 33 of 2006)
an authority namely Punjab Herd Registration Authority has been
notified in the year 2008.
Functions of Herd Registration Authority
(a) To formulate a detailed plan to implement the herd
registration programmes;
(b)
To register all dairy animals;
(c)
To fix identification marking on every registered animals;
(d)
To keep accounts of physical traits, breed conformity, pedigree,
performance, health status, feeding and farm management status of
every dairy animals;
(e)
To keep accounts of change of ownership and geographical movement of
dairy animals;
(f)
To identify cow bulls and buffalo bulls of higher genetic merit and
put them to use in the breeding programmes; and
(g)
To issue semen certificate or embryo certificate in such form and
containing such particulars, as may be specified in the regulations
AIM
Herd Registration is a Field Performance Recording (FPR) programme
with the aim of identifying elite milk producing cows and buffaloes
and registering them in the Punjab Herd Book.
The information thus collected will be listed to facilitate the sale
& purchase of these animals so that owner is benefited by getting
the right price for such animals. Besides this we will be having
record of genetic potential of different breeds of livestock in
Punjab.

What is a Herd Book ?

A Herd Book will contain the list of animals that come
upto the standards laid down by the Herd Registration Rules &
Regulations . These standards relate to body confirmation & milk
production
What are the conditions for Registration in Herd Book?
•
All pure breed animal which conform to breed
characteristics and achieve minimum production standard laid down by
HRA. are eligible for registration in Herd Book.

Procedure for Herd Registration
(i) Survey
1. First of all, Field Inspector (Veterinary Inspector/A.I.Worker/or
any educated worker) will carry out house to house survey as per
approved proforma (registers provided)
.2. Veterinary Officers will randomly check the survey report
submitted by VI’s /A.I worker/Educated Worker(not less than 5% of
the households)
3. Deputy Directors, Animal Hubandry/Senior Veterinary
Officers will ensure that all the villages/towns are covered.
(ii) Primary Registration
The pure-breeds of Cows and buffaloes will be brought under primary
registration
(III) Procedure for Primary Registration and
Performance Recording
1. On receipt of the application from the breeders/dairy
farmers, the animals will be primarily selected within first month
of calving on 4th to 14th day post caving, by
the field inspector (Veterinary Inspector/A.I worker/Educated
worker)
2. He shall immediately inform the concerned VO about his
selection.
3. The VO shall visit the village for confirmation of the
breed characteristic.
4. Meeting of Progressive Dairy Farmer’s can be arranged by
the concerned Veterinary Officer to motivate Dairy Farmers in this
regard.
5. On satisfaction ear tag/micro chip bearing a unique
identification no. of the animals will be inserted in the ear of
dam and her progeny (Male or Female Calf) and the primary
registration will be done by Veterinary Officer.
6. The Veterinary Inspector/A.I worker/Educated worker shall
record the first milk yield and index card bearing the detail of the
animal shall be handed over to the breeder.
7. Veterinary Inspector/A.I.worker/Educated worker will
continue to record morning & evening milk yield exactly on 28 days
interval till the animal becomes dry or upto 305 days whichever is
earlier.
8. VO shall check the milk recording randomly.
(iv) Method of milk recording
a)
Milk recording is carried out morning & evening
b) Milk recording of these animals at farmers door step is
carried out
by milk recorder at a fixed interval of 28 days
c)
Ist milk recording will be started after 3rd day of calving within

days of calving.
d)
Milk recording will be carried out morning and evening both times
by weighing with spring balance/digital machine and fill up the milk
recording sheet.
(v) Final Registration
a) Those found to have qualified on the basis of norms will
be finally
registered by a committee headed by Deputy Director, Animal
Husbandry.
b) The registration committee will examine all the eligible
animals and register the animals
(vi) Milk Recording Incentive:
To encourage registration of elite animals,
breeders will be awarded
(1) incentive prizes as under:

Incentives to be given to the Field Staff
1.
Milk recording:- Every Field Inspector who will conduct
this activity would be entitled to get Rs.50/- per day (Rs.500/-per
animal for maximum 10 milkings).
2.
Supervision:- Rs.200/- per animal will be paid to the
supervisory staff i.e. Veterinary Officer monitoring all the
activities for Herd Registration in an allotted area.
